What Better Plan 4 Bellaire did for you in the last 4 years:
Kept tax rate down while curtailing excessive debt. We kept the tax rate flat, by controlling spending, for three years, and now it’s actually lowered. Sales taxes, new construction, and increased HCAD appraisals bring in more tax revenue (sometimes called “tax increase” but not due to rate set by council).
Focused flood mitigation on major systems that benefit everyone and expedite flood relief. New engineers are modeling flood events, planning Cypress Ditch improvements, and pulling down grant money to help pay for multi-million dollar projects.
Improved amenities at reduced expense: new bathroom for kids at Mulberry Park, expanded sitting & shade areas at Aquatic Center, dual solution for dog pound, new sidewalks at Paseo Park and on Maple Street.
Enhanced neighborhood protections: initiated improving ordinances that protect homes from light pollution and intrusive noise. Supported revisions from Environmental Sustainability Board and Building & Standards Commission (Tavor, running for Position 4) that to protect and enhance our tree canopy – important for aesthetics, cooling, and soaking up flood water.
Listened to residents: directed Methodist to redesign for more restaurants and retail in a walkable downtown, approved sidewalks and speed bumps where most needed, turned down illegal parking lot by RR tracks at grand entrance to Bellaire…

Better Plan 4 Bellaire for the Future
Neighborhood Integrity and Security
New Comprehensive Plan and zoning updates, coming in 2024, should encourage local businesses while enhancing protections for homes adjacent to commercial areas. Police should be out in all neighborhoods addressing speeding, traffic violations, and crime.
Smart Budgeting: Control Taxes and Debt Spending proposals from all sides require ongoing scrutiny to protect taxpayers. Resist adding unnecessary debt – interest isn’t free! Every year we are still paying off old debt, now at $99 million.
Attractive Parks, Green Space, and Trees Enhancements of parks, green space, and preservation of tree canopies not only make our city attractive but also cool the environment and mitigate flood risk.
Grand Scale for Flood Mitigation
Prioritize improvements to Cypress Ditch with grant $ and add to green space to slow runoff. Focus on major systems that benefit everyone. Update flood codes that will help improve our insurance rating.
