From the City of Bellaire:

All eastbound traffic on Cedar Street upon reaching the Fifth Street and Cedar Street intersection will not be allowed to travel straight through.  Traffic will temporarily be directed to travel north on Fifth Street toward Spruce Street.  We anticipate this traffic change to be in effect for the next 2 weeks.
