From the City of Bellaire:

To remain compliant with Texas Commission on Environmental Quality standards for potable water, the City of Bellaire has implemented a nitrification prevention program. To fully implement this program the Public Works Department will be flushing fire hydrants throughout the City for between 10 and 30 minutes per hydrant for the next several days. This preventative program is being done to ensure that the water in the lines throughout the community is fresh and clean prior to the hottest days of summer when nitrification can occur.
